A landmark 1,800 MW solar PV project in the Middle East represents one of the most significant renewable energy expansions in the region to date. As part of a multi-gigawatt single-site solar park with planned future expansion, this phase supplies power to over 500,000 residences and avoids roughly 2 million tonnes of CO₂ emissions annually.
But commissioning a power plant controller (PPC) for a project of this size isn't just about managing more inverters. At 1,800 MW across a 20 km² site, the complexity of grid integration goes well beyond typical utility-scale projects.
When scale meets complexity: The challenge of controlling 1,800 MW
The PPC needed to maintain continuous compliance with the grid operator's stringent requirements while coordinating control across a vast site footprint. It also had to integrate seamlessly with existing operational phases, already with a combined installed capacity of over 2,500 MW.
Adding to the complexity, the project achieved the lowest levelized cost of energy (LCOE) in the developer's solar IPP portfolio to date. This record-low LCOE was the result of intense cost optimization, which placed extreme demands on every component of the solution, including the PPC. With such thin margins, there was no room for error. The control system had to maximize energy production and minimize losses to maintain the project's financial viability. Any underperformance, downtime, or failure to meet grid compliance could jeopardize the returns expected from a low-LCOE project.
To operate reliably under these conditions, the control solution needed to:
-
Maintain continuous grid compliance across a 20 km² site with thousands of data points monitored and adjusted in real time
-
Respond instantly to grid fluctuations by managing active and reactive power with the speed and precision required at 1,800 MW scale
-
Connect seamlessly with existing infrastructure, integrating with operational phases already delivering over 2,500 MW to the grid
-
Scale without disruption as the park expands, with no need for major system redesign
-
Give operators a clear, unified view of the entire site through the human-machine interface (HMI), so they can act quickly and confidently at any scale

How Power Factors delivered grid integration at world-record scale
Power Factors implemented its PPC and grid integration solutions, chosen for proven performance at utility scale, grid compliance capabilities, and turnkey deployment approach across complex multi-phase sites.
The PPC provides flexible control for both grid and plant operators, including:
-
Active power balancing to optimize energy distribution across the site
-
Reactive power and voltage regulation to keep the grid stable even as generation conditions change
-
Ramp rate control to prevent sudden spikes or drops in output that could destabilize the wider grid
-
Real-time monitoring to track availability and overall plant performance
-
Open, standardized interfaces that allow the system to communicate seamlessly with third-party systems and future technologies
Delivering a turnkey solution at scale
Successfully delivering a PPC solution for a project of this size required close collaboration with several stakeholders. Power Factors worked closely with the project developer, EPC contractor, and grid operator from system configuration through to go-live.
This included:
-
Managing commissioning across the expansive site
-
Integrating with third-party systems
-
Ensuring operations personnel were fully trained and confident before handover
With the system now operational, the project delivers:
-
Grid-compliant operation at 1,800 MW scale, one of the largest single-phase solar deployments in the world
-
The client's lowest LCOE across their solar IPP portfolio to date, demonstrating the cost efficiency Power Factors' solutions enable at utility scale
-
A scalable control platform ready to grow with the park as it expands

Built for the region's most ambitious expansion plans
This project is one phase of a broader expansion, with future phases expected to incorporate battery energy storage systems (BESS). Power Factors' PPC and grid integration platform is already designed to scale across additional phases and support hybrid solar-plus-storage configurations as the park evolves.
The project also reinforces Power Factors' position as a trusted partner for the region's most ambitious utility-scale renewable energy programs. This marks the latest milestone in Power Factors' growing relationship with the developer, one of the region's leading renewable energy developers with a significant portfolio of utility-scale solar projects across the Middle East.
Power Factors' PPC solutions are part of the Unity Renewable Energy Management Suite, built to help operators manage increasing complexity with clarity and control.
At this solar park, that means a world-record-scale installation operating reliably, a grid integration platform meeting the most demanding utility requirements, and a control system ready for whatever comes next.
